Health visitors and community nurses need a ‘substantial’ pay increase to boost recruitment, so that the government’s health targets can be met.
In its evidence to the Pay Review Body for nurses, the Community Practitioners’ and Health Visitors’ Association links the need for the big pay increase, with the ageing community practitioner workforce – average age nearly 48 – and the effect that these demographics
will have on the government’s commitment to public health.
The CPHVA welcomes the strong emphasis now being placed on recruitment and retention, but asks: "How many of the 35,000 extra nurses to be recruited will be community practitioners?’
We are convinced of the need to boost capacity in the primary care sector in order to meet government health targets and improve healthcare in the long term,’ says the CPHVA.
It is also calling for a ‘substantial increase’ in the London weighting allowance, highlighting the fact that health visitor vacancy rates in the capital are running at 7%.
The CPHVA’s Head of Labour Relations, Barrie Brown said: ‘Last year, the Pay Review Body went a fair way to addressing the pay issues facing our members. This year it needs to build upon that work, especially in light of the government’s large cash injection into the NHS announced in the budget.’
For the first time, the CPHVA is also calling for a national agreement on mileage allowances as part of the new Agenda for Change staff handbook. The CPHVA has taken the lead through its Deals on Wheels campaign to see that community nurses stop subsidising the NHS when they use their cars to visits clients and patients.
Other CPHVA recommendations are:
  • the extension of cost of living supplements (COLs) to non-registered nurses;

  • the consolidation of the remaining two discretionary points into the salary scale, with automatic progress through to the top point of the newly extended scale;

  • the extension of the two point grade structure for modern matrons to be extended to community practitioners and those working in theatres;

  • the broadening of access to the grade point on the top of grades A and B for those who have qualifications in healthcare recognised as equivalent to NVQ 2 and 3;

  • a payment made through the salary to cover registration fees to the Nursing and Midwifery Council similar to that introduced by the STRB for teachers.
